Jim McFarlane

Jim is experienced in multiple areas of Strategy, Management, Quality, and Emergency Services. His 40-year career has spanned such diverse areas as Firefighting, Emergency Medicine, Material Management, Budget and Financial Management, Quality Improvement, Strategic Planning, Training and Development, Operational Excellence, and Program Management.

He spent 26 years as a civilian employee for the U.S. Navy, starting in Philadelphia Naval Shipyard, then moving to U.S. Naval Forces Europe (London UK) and ending his government career at Naval Sea Systems Command as the Director of Programs and Planning. While working for the Navy, Jim received two Superior Civilian Service Awards at USNAVEUR for his work on the Theater Naval Strategy and spearheading projects on Y2K and regional consolidation. He received a Meritorius Civilian Service Award as NAVSEA for his work on Corporate Planning and reorganization of Headquarters support staff to the Commander.

Jim joined Whitney, Bradley & Brown, Inc. (WBB) as the Manager for Quality and Strategy, His government clients included all Military Services, Veterans Health Administration, US Patent and Trademark Organization, NASA, Department of Homeland Security, and commercial clients included Guam Shipyard, DZSP=21 (Guam BOSS Contractor), GDIT Marine Systems, and Rockwell-Collins.

While at WBB, Jim held positions of Senior Manager, Director and Vice President, reporting directly to the CEO on matters of Process Improvement and M&A Integration.

Jim’s last position was with Serco North America, where after the acquisition of WBB by Serco, he was the Director of Operational and Program Excellence.

In the area of Emergency Management, Jim was a Nationally Certified Emergency Medical Technician, former Fire Chief, and graduate of the Public Safety master’s Program at Saint Joseph’s University. His passion for serving the public in this area has lasted five decades. He is currently President of the Upper Darby Fire Company in suburban Philadelphia.
